Any proposal must explicitly protect end to end encryption. Risk minimization and risk categorization must be clear. Neither scanning or age verification should be enforced. Even voluntary scanning is still mass surveillance. #39c3
321 971 people signed a petition against Chat Control. One of the German politicians also made a speech about the large volume of emails that he received in opposition to the law. #39c3
This started a spiral where WhatsApp, Threema and German's Child protection agency said that they don't support Chat Control due to significant risks that the law poses. #39c3
Signal and many service providers said that if Chat Control was adopted, they would leave the European market since they would not implement Chat control which would fundamentally undermine privacy and encryption. #39c3
In March 2024, a proposal was put forward around this issue but in July 2024, Chat Control was removed from the agenda where Ylva Johansson took the law over. #39c3

Chat control is effectively breaking end to end encryption by implementing client side scanning. It also goes a lot further into network censorship which we have been fighting for the last 20 years. Targeted scanning could also be possible under the law. #39c3
