Junior developers have fresh perspectives and it's worth encouraging them to speak up.

Companies change. Situations change. And with the energy and excitement of junior devs ... the result might be different this time.
Tips for junior developers
Ask for support. Ask for a mentor. Ask questions.
If you are told "no" when you ask for help, find your own mentors - in or outside of the company. Reach out to the wider community.
Pair with everyone. You learn amazing things, and you figure out who is a good fit for you - and who you can ask to be your mentor.
Sometimes leaving for another job is for the best.
